The Wilson County Office of the Judicial Commissioners is seeking Judicial Commissioners. Position(s) available are for weekend second and third shifts. Second shift is 2pm-10pm and third shift hours are 10pm-6am. The Office operates 365 days a year, 24 hours a day. Nights, weekends, and alternating holidays are required.
Responsibilities: Conducting probable cause hearings, arraignment, and bail review hearings, preparing warrants and civil protective order petitions, issuing warrants, mittimus, and criminal summons. Position also requires public assistance, data entry and providing general support within the Office and to the General Sessions Courts.
Requirements: Wilson County resident, 25 years of age, experience within the criminal justice system preferred. Successful applicant must pass background check.

PURPOSE OF CLASSIFICATION
The purpose of this classification is to hear evidence and determine probable cause from law enforcement agencies within the jurisdiction of Wilson County. Duties and responsibilities include issues state warrants for probable cause arrest, hold arraignment hearings in judges’ absence. Determine bond conditions and conditions of release on domestic violence cases. Issues mittimus and warrants, evaluate emergency committals, and answers questions and directs citizens to appropriate agency for needs. Reports to Director of Judicial Commission.
ESSENTIAL FUNCTIONS
The following duties for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures.
Prepares and issues criminal warrants, maintains spreadsheets of warrants issued or received; obtains necessary signatures on warrants prior to court dates.
Sets court cases; meetings, interviews, or other activities; updates calendar on a regular basis and notifies parties involved of changes.
Conducts probable cause hearings for arrest; confirms existence of probable cause, legal grounds, or sufficient evidence to issue warrants; reviews, condenses, and enters computer pertinent information from police reports or from citizens’ fact statements for issuance of warrants.
Issues warrants for all law enforcement officers, and for the public as appropriate; issues mittimus to temporarily detain arrested individuals; issues criminal summons as needed.
Transports warrants, petitions, mittimus,and bonds or other documentation to county offices or other locations.
Sets bond amounts and issues conditions of bonds and recognizance for arrested individuals; issues arrest warrants, in accordance with the procedures outlined by TCA.
Issue Orders of Protection (OOP)
Issue Ex-Parte Orders of Protection.
Types, prepares, or completes various forms, reports, correspondence, court orders, criminal warrants, mittimus, bond conditions, or other documents.
Assist businesses with check violations, determining if a criminal or civil arrest warrant is needed to proceed.
Receives various forms, reports, correspondence, arrest reports, worthless checks, fact statements, law books, criminal justice handbooks, legal updates, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards as appropriate.
Verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, email, Internet, or other programs.
Performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.
Performs general/clerical tasks, which may include making copies, sending/receiving faxes, distributing documentation, opening/distributing incoming mail, or processing outgoing mail.
Answers telephone calls and greets visitors; ascertains the nature of business; provides information and assistance; directs callers/visitors to appropriate personnel or department; records/relays messages; initiates and returns calls as necessary; responds to complaints and routine questions; research problems and initiates problem resolution.
Communicate with supervisors, employees, other departments, law enforcement personnel, judges, court personnel, attorneys, warrant/booking officers, youth service officers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Sets bond amounts by questionnaire.
Conducts research as needed.
Stay current on law updates, new laws and policies put into effect.
Provide information to citizens for warrant procedures and direction for legal assistance.
Direct citizens to the proper authorities.
Handle all other matters other than listed that may appear before a Judicial Commissioner to include seeking advice from Judges.
ADDITIONAL FUNCTIONS
Aids other employees or departments as needed.
Performs other related duties as required.
Fills out paperwork for domestics.
Goes through training as required.
MINIMUM QUALIFICATIONS
The Judicial Commissioner should be a person of sound moral character as to:
Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Verbal Aptitude: Requires the ability to utilize a wide variety of references, descriptive, and/or advisory data and information.

MINIMUM QUALIFICATIONS
The Judicial Commissioner should be a person of sound moral character as to:
- Uphold the integrity of the Judiciary.
- Avoid impropriety and the appearance of impropriety.
- With Fidelity, perform the duties of the office.
- Be neutral and detached from all other agencies; and
- Capable of independently determining that probable cause exists.
- Be at least 25 years of age
- Be a citizen of Wilson County Tennessee
- Be a qualified voter, or be eligible to vote in Wilson County Tennessee
- Possess a high school diploma or its equivalent, bachelor’s degree preferred
- Agree to a fingerprint background check.
- Not having been convicted, pled guilty or made a "nolo contendere" plea to any felony charge, or any laws concerning force, violence, dishonesty or controlled substances, domestic violence, moral turpitude or illegal gambling.
- Not have been court martialed, received a dishonorable discharge or bad conduct discharge from the United States Armed Forces.
- Never to have been terminated or resigned from any law enforcement agency where subject to not being rehired.
- Not to have been decertified or have lost any professional license.
- Understanding the position of a full-time Judicial Commissioner is considered the applicants Primary Employment. All positions both full-time and part-time may require working outside scheduled shift, working weekends and holidays, as well as second and third shift and assisting on-duty Judicial Commissioner when the workload is excessive.
- Be able to attend training when required.

- Maintain a neat, well-groomed, professional appearance and attire.
- Adhere to the policies and procedures that apply to all Wilson County Government employees, including drug screenings.
- Submit to a psychological examination and found to be free of all mental disorders as described in the Diagnostic and Statistical manual of mental disorders, DSM - 5 of the American Psychiatric Association, as a prerequisite to hiring.
- Understand that falsifying any information on the application is subject to being disqualified for hire, maintaining employment as well as penalties of perjury.
- Understanding failure to maintain these qualifications could result in the loss of position as a Judicial Commissioner.
